The Council which includes representatives from the New Kingstown Fire Company, Silver Spring Community Fire Company, Silver Spring Ambulance & Rescue Association, the Silver Spring Township Police Department, and the Board of Supervisors who are charged with the responsibility for developing and implementing the Township responses to emergencies subject to the direction and control of the governing body of Silver Spring Township. The Council is lead by the Emergency Management Coordinator who is selected by the Board of Supervisors and is appointed by the Governor of Pennsylvania.
