Q. Where is the Township office located?
A. The Township building is located along the Carlisle Pike southeast of the intersection with Maple Drive and Sample Bridge Road and can be accessed by its lane behind the Kwik Fill gas station on Maple Drive.

Q. What if I want to rent the Social Hall?
A. Information regarding the use of the Community Social Hall can be obtained from the Silver Spring Community Fire Company at 766-2915.

Q.

I make less than $12,000, does my employer have to deduct the Local Service Tax (LST) [formerly EMS/OPT Tax]?

A. Yes, until you complete and submit an Exemption Certificate and supporting documents to the West Shore Tax Bureau.

Q. Can I be exempt from paying the LST Tax?
A. Yes, after you complete and submit an Exemption Certificate and supporting documents to the West Shore Tax Bureau.

Q. How do I apply for an exemption?
A.

You may print a copy of the Exemption Certificate from the West Shore Tax Bureau’s website www.westab.org or pick up a copy at the Silver Spring Township Office.


Q. I work for two or more employers, which employer should be deducting the LST Tax?
A.

Your primary employer, see Section 2 of the West Shore Tax Bureau Local Services Tax Rules and Regulations for a complete explanation of who is your primary employer.  You may print a copy of the Rules and Regulation from the West Shore Tax Bureau’s website www.westab.org or pick up a copy at the Silver Spring Township Office.


Q. I paid the LST Tax through two or more employers, may I get a refund?
A. Yes, if you paid the LST through two or more employers you need to complete and submit an Exemption Certificate and a Refund Application available through the West Shore Tax Bureau.

Q. How do I apply for a refund?
A.

You may print a copy of the Refund Application from the West Shore Tax Bureau’s website www.westab.org or pick up a copy at the Silver Spring Township Office.


Parks and Recreation

Q. Do you accept credit cards?
A. No, payment for recreation programs and activities can be made by either check or cash.

Q. Can I sign up for trips/classes online?
A. Yes, you can enroll under the Parks and Recreation section of Municipal Services.

Q. Can I email the recreation department to sign up for trips/classes?
A. Yes, email registrations are accepted (payment to be made within 7 days of sign up.)


Public Safety - Police

Q. Does the Township have a curfew?
A. Yes, Ordinance #97-2 imposes an 11:00 pm to 5:00 am curfew on any person under the age of eighteen years of age.

Q. Does the Township have a dog/animal ordinance?
A. Ordinance #73-1 regulates dogs and other animals in the Township.

Q. Does the Township have a noise ordinance?
A. No, however Township Ordinance #25 regulates disruptive activities in the community between 10:00 pm and 6:00 am.

Q. How can I get a copy of a reportable vehicle accident report?
A. By telephoning the Police office between Monday through Friday 8:00 am to 3:30 pm. Vehicle accident reports are available with payment of a fee of $15.00.

Q. What is the best way to have a police officer contact me with regards to a police matter?
A. By telephoning the Cumberland County Communication Center, Emergency 911 and Non-emergency 238-9676.

Q. Do we do fingerprinting for employment?
A. Fingerprinting will be done for Township residents and businesses located in the Township on Tuesdays from 8 am to 11 am at the Police Department office. A fee of $20 will be assessed for each card.

Q. How do I obtain a copy of a police incident report?
A. Police incident reports are not given out to the public without a court order or court subpoena.

Q. Does the Township have a burning ordinance?
A. Yes, Ordinance #3 of 2007 regulates outdoor burning in the Township. Except for campfires and approved bonfires, burning is only allowed in association with agricultural uses on properties of 10 acres or larger.

Q. What is the requirement for childrens’ use of safety seats?
A. Any child between the ages of 4 and 8 riding anywhere in a vehicle need to be securely fastened in a child booster seat. Any child under the age of 4 will need to be securely fastened in a child safety seat.

Q. What are the requirements for wearing a seatbelt in a vehicle?
A. The driver and any front seat passengers need to wear a seatbelt. Drivers are responsible to see that occupants under 18 years old in the rear seats are secured by a seatbelt. In addition, a driver under the age of 18 may not have more passengers in the vehicle than there are seatbelts.


Public Safety - Emergency Management Council

Q. How do I get in touch with the Silver Spring Ambulance?
A. Those needing emergency assistance should dial 911. The Silver Spring Ambulance and Rescue Association can be reached by telephone at 697-3131 or by FAX at 697-4614.


Trash & Recycling

Q. Where do I get a recycling bin?
A. Recycling bins can be picked up at the Township office Monday through Friday between the hours of 8:00 am to 4:00 pm. Stop in to see the office receptionist.


Public Works - Leaf & Brush Collection

Q. Where can I take brush/branches to get rid of them?
A. Starting January 2, 2007 brush can be dropped off at the Silver Spring Township/Mechanicsburg Borough joint use composting facility located adjacent to the Mechanicsburg Wastewater treatment plant on Church Road. (click here for map). In addition, the Township conducts 3 brush pickups during the year. The pickup dates, once established, are posted in the Newsletter as well as this web site.


Sewer - Public

Q. Does the Authority accept credit cards or direct payment from personal accounts?
A. No, the Authority has investigated what is required to provide these services and is unable to provide them at this time due to constraints with the billing software.  Staff is working to provide these services by 2011.

Q. Is my sewer bill based on the amount of water I use?
A.

Yes, if you are a public water customer, you are billed according to the amount of water you use. The base rate allows a residential allotment of 9,000 gallons of water each quarter-year period to be used before any surcharges are applied. The surcharge rate is $6.30 for each 1,000 gallons of water over the 9,000 gallon base allotment in each quarter. Customers on private wells are charged a flat rate of $150.00 per quarter.


Q. What amount does an average sewer bill run?
A. The average sewer bill for a family of four will typically run around $150.00 per quarter, or $50 per month for budget purposes. This amount will vary with personal water use habits. A $150.00 sewer bill would indicate a daily water usage of about 180 gallons per day, or 45 gallons per day per person in a four-person household.
